In the 1600s , these kind of lamps were used in Middle East which made it’s way to India during the Mughal Dynasty capturing India. These oil lamps were called “Chiraag,” which means light. The handle was to hold and the “spout” was a place for a wick to dip into the oil in the bowl reservoir and a high point to distribute light.
